For the sugarcane farmers of La Castellana, disaster preparedness is not just a precaution—it’s a necessity. With Kanlaon Volcano on Alert Level 3, the looming threat of a stronger eruption has made it clear that communities must be ready for any emergency. Understanding these urgent risks, Fairtrade NAPP, in collaboration with FT Germany, stepped in to equip farmers with the skills and knowledge to protect their lives and livelihoods. Over two intensive days, participants engaged in hands-on Emergency Response Support training, learning how to assess risks, create disaster management plans, and access critical government support in times of crisis.The training brought together members and officers from three Sugarcane Small Producer Organizations (SPOs)—DAFWARBA, MACFAWA, and PIBFA—to strengthen their disaster preparedness and resilience. Beyond technical lessons, the initiative emphasized community collaboration and proactive planning, ensuring that local leaders and farmers could take informed action to protect their families, livelihoods, and environment.

Empowering Communities Through Knowledge

Three expert resource persons from the Provincial Disaster Risk Reduction Management Office of Negros Occidental led the training, which introduced 20 participants to key disaster preparedness concepts. A core component of the workshop was Community Risk Assessment, where participants engaged with various tools to evaluate vulnerabilities and formulate risk mitigation strategies. Additionally, the training included the drafting of a DRRM Plan encompassing prevention, mitigation, preparedness, response, and recovery strategies.

A significant portion of the training was dedicated to understanding the Philippine Republic Act 10121, which mandates the formulation of a National Disaster Risk Reduction and Management Framework and Plan. Participants gained insights into the legal basis of DRRM, particularly the role of Barangay Disaster Risk Reduction Committees and the utilization of DRRM funds for community safety and preparedness.community safety and preparedness. Addressing Immediate Threats and Impacts

One of the critical discussions revolved around the current alert status of Kanlaon Volcano, which is on Alert Level 3, indicating a potential stronger eruption that may necessitate evacuation. Understanding the threats posed by the volcano has reinforced the urgency for preparedness measures.

By the end of the training, participants had developed a deeper comprehension of risk assessment methodologies, the importance of community-based DRRM committees, and the pathways to accessing necessary government services in times of crisis.

Immediate Outcomes and Future Directions

The training has already begun to yield positive impacts:

  • Enhanced Understanding: Participants are now well-versed in disaster risk reduction laws and the importance of structured emergency response planning.
  • Strengthened Community Involvement: As a Barangay Council member, Dolores Ceralbo, Chairperson of PIBFA, plans to introduce DRRM discussions into her council’s sessions, ensuring that proactive measures are implemented at the local level.
  • Increased Preparedness: Roque Tuante, Chairman of DAFWARBA, expressed gratitude for the training, highlighting the urgency of being prepared for potential evacuations due to the looming Kanlaon eruption.

Additionally, strengthening ties with local government units will enable communities to access more resources and support for their resilience efforts.

While the training has laid a strong foundation, consistent follow-up and mentoring will be essential to ensure that DRRM plans are effectively implemented. The presence of well-structured plans can open avenues for additional funding and support, ultimately minimizing the adverse impact of disasters on livelihoods and promoting a more sustainable environment.
